Prof.M.Sudheer is working as Professor of Orthopaedics in Madras Medical College & Rajiv Gandhi Government General Hospital and is due to retire from government service this year. He has an unblemished service record and no criminal antecedents whatsoever.
Dr.Sudheer has borrowed money from a local moneylender – Kandhu vatty at 60% interest, in Chennai, in 2010-2011 for constructing a hospital for his wife and towards his son’s medical college education expenses. It is the usual practice of Kandhuvatti moneylenders to obtain blank undated signed Cheques and promisory notes from those who are desperately seeking money at 60% kanduvatti. This, they hold as security to blackmail their borrowers and keep on extorting money from them, whose only mistake is approaching them in desperation, when they are in dire need of funds. This moneylender was extorting few lakhs of money every month from Dr.Sudheer, while the principal amount and interest were shooting sky high every month. He has also threatened Dr.Sudheer and his family using rowdies.
Unable to bear this extortion, Dr.Sudheer had lodged a complaint in Teynampet police station on 12.05.2016 against this Kandhuvatty – (copy of complaint letter in tamil and English translation and CSR from police is enclosed). Subsequently he has approached the XVIII Metropolitan Magistrate court, Saidapet, and got a court direction , directing the Teynampet Police to register FIR and investigate the case against money lender.(Copies enclosed).
Now the moneylender was not able to further carry out his Kandhuvatty and extort (“recover his money” in his terms )and hence approached an Extortion mafia in Uttar Pradesh(Sarfaraz ahamed, Piyush,Sachin Tandon ) who manipulated the blank undated signed cheques and promisory notes and these total strangers from Uttar Pradesh have lodged a false and unbelievable concocted story in FIR dated 28/8/2016 in Aliganj Police station Lucknow.

Sarfraz Ahamed is doing real Estate business in Lucknow. He wanted to start a Private hospital/ Private Medical college in memory of his deceased cousin brother. Sarfaraz has given Rs.1 crore to Piyush on 21/06/2016( hence the date of occurrence of offence as mentioned in the FIR dated 28/8/2016). Piyush gave Rs.1 crore to Dr.Sudheer ( No mention when, where and how an amount of Rs. 1 crore was handed over to Dr.Sudheer).Dr. Sudheer claimed that he was a powerful person and could get Medical council of India approval for starting Medical college in 15 days. They tried to contact Dr.Sudheer but he was unavailable . Then they phoned a common friend Kohli, who said Dr.Sudheer was sitting nearby and gave the phone to Dr.Sudheer . Dr.Sudheer speaking over phone , accepted that he has received amount of Rs.1 crore and will get the Medical council of India approval within 15 days. Dr.Sudheer gave a receipt of Rs.1 crore and 2 cheques as security for Rs.76 lakhs and Rs.24 lakhs , in the name of Sarfaraz firm in Lucknow.
These cheques No.981012 and 981014 were deposited in HDFC bank account number :50200006032341 on 10.08.2016 but returned as signature mismatch. Out of this Rs.1 crore paid, Sarfaraz had borrowed Rs. 80 lakhs from Sachin Tandon. Hence they are lodging this FIR in Aliganj Police station, Lucknow.
(Note : Now subsequently during the last 10 days after Dr.Sudheer’s arrest, on perusal of the records, Dr.sudheer’s bank has given a signed declaration that 1) Dr.Sudheer has given a stop payment instructions towards one cheque in april 2016 itself, whereas these concocted stories in the FIR starts spinning only after June 2016. 2) These 2 cheques no:981012 and 981014 have not come to their bank clearance cell at all , which should have happened if these cheques had been presented in Lucknow as alleged in the concocted FIR)
Based on this false FIR, an arrest warrant was obtained against Dr.Sudheer from the court of special CJM, Custom,Lucknow and with this arrest warrant, Uttar Pradesh police , SI Mr.Haridas Chaurasia and 2 constables have arrested Dr.Sudheer and obtained transit remand journey time 3 days from Chennai to Lucknow from XVIII Metropolitan magistrate, Saidapet on 24.2.2017. Then surprisingly,this UP Police teamof sub-inspector and 2 constables, very swiftly have taken Dr.Sudheer by airplane to Delhi and then to Lucknow to Sarfaraz house. In Sarfaraz house they started their extortion demands for 40 lakhs, then 35 lakhs, then 30 lakhs for their expenses in Lucknow and Rs.20 lakhs towards the moneylender in Chennai. Dr.Sudheer was forced to speak over their phone nos. to his wife and family during the extortion demands.
When they refused to pay up , Dr.Sudheer was taken from Sarfaraz house to the Aliganj Police station and again extortion demands made for 24 hours. After that he was remanded and now lodged in Lucknow jail.
Dr. Sudheer’s brother in law Mr.Brijesh Singh is fighting the bail application in Lucknow. Everyday they are being threatened and pressurised to compromise and not to fight the case .Dr. Sudheer’s bail applications have been rejected till this date.
Dr.Sudheer is suffering from coronary artery disease and type II diabetes Mellitus. He is on insulin and underwent angioplasty for his heart problem only one and half months back.
If a fair, impartial investigation is done by an Independent agency like CBCID, or any agency other than the local police , the truth will come out. The truth cannot be hidden for a long time, but Dr. Sudheer is suffering in Lucknow jail, based on this false case and his very life is in danger. His family is under constant pressure and threats to compromise and pay up the money.
Hence we request you sir, to take all necessary measures, to ensure safety of Dr.Sudheer’s life and bring him safely out of Lucknow jail to Chennai.

In presence of police station in charge Aligarh, Lucknow Mr. Sarfaraz Ahamed (victim)s/0 Abdul sattar president of S8/416, C-12 ,Friends colony, Khajuri, Varanasi, presently staying at flat no. 104, Darousiya apartment, Big Chandganj, Aligarh, Lucknow, and works at a retail shop, and owns Aman enterprises. His younger brother Dr Md.Abrar, works at Primary Health Centre, Chandouli at a govt doctor. His cousin brother expired on 27.05.2016, following which the family thought of constructing a large private medical college and hospital. During this time victims friend Mr M.Piyush Mishra, S/O Mr. D.P Mishra R/O Sikri Canal, Modi Nagar, Ghaziabad, Uttar Pradesh told him that one of his known person Dr M.Sudheer who is from Chennai has a good hold of medical knowledge and himself proclaims that he is capable of handling technical problems associated with starting a medical college and also has good relations with dignified personalities in Medical Council of India, and he will talk to him and he(Dr M.Sudheer) wil get the work done regarding Private Medical College and Hospital. After some days Mr. Piyush told the victim that he has talked with Dr M.Sudheer, S/o Magbir Singh, N-02, TTk Road, 1st Cross Street, Sri Ramnagar, Alwarpet, Chennai-600018 and he has asked for Rs 1 Crore and that he wil come here and get the work done for Private Medical College and Hospital along with all the formalities. The victim listened to Mr. Piyush, believed him and told to inform Dr Sudheer that he is ready for Private Medical College. The victim gave Rs. 1 crore to Mr.Piyush on 21/6/2016 to give it to Dr M.Sudheer S/o Magbir Singh, N-02, TTk Road, 1st Cross Street, Sri Ramnagar, Alwarpet, Chennai-600018. Mr Piyush who took money from the victim gave it to Dr M.Sudheer and took a receipt from him. Piyush tried to call the victim so that he can talk to Dr Sudheer but due to some circumstances he could not be reached. So Piyush called their common friend Mr Sachin Kohli R/O flat 105, Darousiya apartment, Big Chandganj, Aligarh , Lucknow and told him that he is not able to reach the victim on mobile. Mr Sachin Kohli that the victim is sitting besides him only and gave the phone to him. At that time the victim talked to Dr Sudheer, and Dr Sudheer replied that he has received Rs 1 Crore and assured that he will start the work regarding Private Medical College within 10 days, and as a security measure he signed on cheques (76 lakhs and 24 lakhs) in name of victims firm. The victim and Mr. Piyush believed on what Dr Sudheer said. The victim waited for 10 days but there were no response from Dr Sudheer’s side, so he talked with Mr Piyush. Following which Mr Piyush contacted Dr Sudheer and he replied that due to his personal problems the work could not be started and assured that he will get it started soon. The victim waited long but there were no activities from Dr Sudheer side, only false assurances were given and time was passed. On 25/7/16 again Mr Piyush talked with Dr Sudheer and Dr Sudheer threatened that he is very powerful person in Chennai and whole Country, and you people wont be able to do anything and wont get back even a single rupee. If any enquiry or case is registered he wil get them killed. So on 10/08/16 the victim tried to encash the cheques no. 981012 and 981014 into his account 50200006032341 HDFC Bank following which he was informed that the signature on the cheques and the cheques have been dishonoured. In this way Dr Sudheer fooled the victim and Mr Piyush and extorted Rs 1 Crore of the victim keeping him in dark. The victim had arranged Rs 80 lakhs from his friend Mr Sumit Tandon /O 1128 R.K Chamber, Tilak Bazaar, New Delhi and it was decided that Mr. Sumit tandon will also be a partner in this business. Dr M.Sudheer purposefully did this to the victim and by giving false cheques fooled the victim and victims friend and extorted Rs 1 crore. This type of work done by Dr M. Sudheer has affected the economic condition of the victim and his friend, and they have to face many problems. Due to this the victim is very fearful and requests the police to write a report and do enquiry so that cunning Dr. M.Sudheer would get punishment and victim gets his money back.
